THE MANCHESTER ELECTION. London, April 20. The Times says that apart frotn the prospect of tlie loss ot a hundred votes to Mr. Dan Irving, the Socialist candidate, the transfer of five hundred to Mr. Hicks must rather upset Mr. Churchill's calculations. H e had great hopes of carrying the solid Irish vote. Mr. Hicks, in a speech, described the Miners' Eight Hours Bill as a tax on law material, and said the action of free traders in supporting it was inconsistent.

Mr. Churchill, speaking at Manchester, said he was convinced the national settlement of Irish, difficulties was indispensable to any harmonious conception of Liberalism. He liad Mr. AsquitU's concurrence in saying that if Parliament were dissolved, the palty should claim full authority and a. free hand to deal with the problem of Irish j self-government without being restricted to mere measures of devolution, like the abandoned Irish Council.

The Independent Labor Party's conference at Huddersiicld, Mr. Ramsay MacDoftald presiding, agreed with Mr. V. Grayson's offer to join the party without signing the constitution.
