SIR EDWARD OREY'S PROPOSAL

A Blue Book issued shows that a rapprochement in connection with the Russian and British plans dealing with reform* in Macedonia is slowlv progres,ing, but as the Russian Minister of foreign Affairs forgets the fact that civil reforms are starved through lack i«t funds, Sir Edward t;rey proposes that the civil need* be a firs't charge on the Macedonian Budget, and the balance handed to the Porte for military requirements. He warns the Porti- that the present dcßcit must he made good, otherwise Britain will withdraw her on ditional sanction to the 3 per cent iacrease in the Customs.

Received 9th, 12.15 a.m. London, April S. _ The Times says that while the deficit M the Macedonian Budget is 300,000 sterling, negotiations have been renewed for heavy committments on the part of Turkey for the construction of three fresh sections of the Bighdad railway.
