In the United States House of Representatives, Mr. Hepburn introduced the Government Bill outlined by President Roosevelt to repeal the Sherman Anti-Trust Act and provide a modified law. The Bill proposes to allow reason* able pooling and formation of rings, and in certain circumstances to legalise the formation of trades combinations and trusts.

The preamble declares that the Bill is not intended to prohibit workmen from striking nor cmployors from combining to obtain labor on satisfactory terms.
