BRITISH PROTESTS. Melbourne, Marchi 18: The despatch from the British Colonial Olliee and the memorandum from the Board of Trade regarding the Navigation Bill were tabled in the Senate. The despatch states that in so far aS the Bill conform? to the resolutions of the Navigation Conference, the Imperial Government is in accord with its provisions, and desires to put on record' that every dominion has full power; to regulate the working not only of vessels registered in that possession, but also of vessels engaged in the coastal trade. In certain case, however, the legislation proposed goes beyond that limit by supporting to regulate the working of vessels which do not engage in the coastal trade and of vessels while on the high seas before or after engaging in the coastal trade.
The hope is expressed that the Commonwealth will find it possible to give effect to the suggestions contained im the Board of Trade's memorandum.
