Received 25th, 12.:t7 a.m. Xew York, February 21. f'n the occasion of the anniversary of Washington'* birthday, -Mr. Taft, s|>eaking at BulTalo, emphasised America', unpreparedness for war. "We are making the navy more respectable yearly," lie said, "ami we are hopeful that Congress will make the army l ,ro per the nucleus of a rapid defence and into a force commensurate with our population and the jurisdiction we territorially exercise."
He added that the coast defences at Hawaii, Phillipines, and the Isthmian Canal were still incomplete- In the event of war delay would justify the severest condemnation. "Our defence."he proceeded, "is improving, and if war is averted for a decade we should be in a la-tier condition than ever liefore."
General Frederick (irnnt. speaking a! Xew York, dwelt upon America's nnpreparedne*s, and declared that In the event of a conflict with Japan the l'nitiil States would need a million tronn- to garrison the Pacific coast, and a million tic- Atlantic coast, while if a steal Tower overwhelmed the navy only a siege eonhl expel .Vl.Ofln of an enemy if they landed at Montauk Toint.
