UNDF.RTAKIXG A WORLD'S TOUR. Received Feb. 23, 3.20 p.m. London. February 22. The Times' Xew Vork correspondent nays, that Mr. Elihn Root's reply to the invitation is interesting, as it is the first responsible utterance confirming the rumor that the fleet will undertake a world's tour. j
