AMBITIOUS SCHEMES. Keeived 21st, 9.43 pon. St. Petersburg, February 21. The Russian Government has submitted to the Douma alternative naval es-. timates. The first proposes an expendition of 4!) million sterling, spread over four years, for th e construction of battleships and the re-establishmcnt of naval bases in the Baltic.
The sesond, which the Government favors, involvesi an expenditure of 200 million, spread over ton years, all the vessels to be built in Russia.
