AMERICA AND BRITAIN.
JOINT ARBITRATION. Received 20th, 9.45 p.m. York, February 20. Tire United States Ambassador has submitted to the British Ambassador a draft treaty providing for a joint commission to adjudicate on the minor claims of the United States to the British Government ,and the citizens of both countries.
