JAPANESE IMMIGRATION.
A JAPANESE MEMORANDUM TO AMERICA, Received 20th. 0.23 p.m. New York, February 20. A Japanese memorandum, handed to the American Ambassador at Tokio, shows that the Government agreed to a number of American suggestions in reference to the restriction of emigration of Japanese •to Canada, Mexico, nnd Hawaii makes further American complaints impossible.
