ISSUE OF AN ORDER. GRATIFICATION IK AMERICA. ' Received Jan. it, 11.18 p.m. Tokio, January 27. The Government at Tokio has issued an order absolutely prohibiting emigration to Hawai, except, by those having relatives there. The order has created consternation among the emigration companies, and is likely to provoke a violent attack upon the' Government's policy. Count Hayaslii declares that the Government has given its promise and is determined not to recede, notwithstanding political pressure. London, January 27. The New York correspondent of the Times says that news of the order has been received with the greatest satisfaction in Washington.
