THE NEW REGULATIONS. MATTER OF LIFE AND DEATH. Received 24th, 8.45 ]>. m. Pretoria, January 24. Mr Kissik, the Transvaal Minister for National Affairs, speaking at Pretoria on the Asiatic question, said it was a matter of life and death for the Transvaal, since the Asiatic was already onefifteenth of the population. Registration would be upheld in order to stem a further influx.
