JAPANESE IMMIGRATION.
THE CANADIAN RESTRICTIONS. Ottawa, January 22. Mr Lemieux stated that bona fide Japanese students, merchants and tourists would continue to be admitted to Canada, CHECKING EMIGRATION TO AMERICA. Tokio, January 22, The Minister of Foreign Affairs, Viscount Hayashi, in an interview, said ho recognised the emigration of Japanese laborers without restriction would be embarrassing to the United States. The Japanese Government had therefore determined to prevent the emigration of laborers. Should the emigration to. America by way of Hawaii not be entirely prevented, Viscount Hayashi said he would certainly prohibit emigration to Hawaii. He also Intended to prohibit emigration to Mexico.
Viscount Hayashi justified the Government's policy in relation to America on the score of consideration for Japan» commercial interests.
