A Brussels message a few days ago advised that there was a growing feeling in Belgium against the annexation of the Congo State by that country. Since the . Treaty of Annexation was introduced in the Chamber of Deputies strong hostility Ims been expressed by Liberals and Socialists. ;ind even by some clerical representative*. The Colonial Bill, providing for tlie {jovernnient of the Congo, when submitted to the Chamber last November, was regarded as a remarkable triumph Cor the party who had been lighting the battle of parliamentary control versus absolutism. All matters relating to the new cnlouv were to In-
subject to parliamentary control and ] intervention, and a Bill to ratify the Annexation Treaty was shortly afterwards brought in. That Bill has not yet become law. and there are doubts of its obtaining the approval of Parliament and people. Should Belgium decline to take over the Congo State, and to administer ft in harmony with modern conception* cf humanity and justice, then an opportunity will be afforded the signatory Powers to the Berlin Act to step in and resume control. This is what many Englishmen have urged, and. failing annexation by Belgium, this
what Sir Edward Grey has intimated may happen. However, in the Premier* reference in the above cable, it would seem that Belgium will after ali to her determination to take over the Congo.
