An apparently inspired statement published at Washington declares that the Department ofc Commerce is not completely convinced of the sufficiency of Japan's proposed measures to r est " ct coolie Immigration to the United States. _ . , The paper adds that the Department officials fear it is not easy to conyey to Japan even by suggestion the desirability of amending her plana without wounding her pride. Hence the delay in preparing a Note for Mr O'Brien, the new Ambassador to Japan. Perhaps It will be necessary to await the arrival of Takaliira, the new Japanese Ambassador, before completing negotiaations.
