London, January 8. The improvements to the battleship Collingwood have been begun. Tha plans include the raising of the turret amidships to make an all-round fire possible. BRITISH OVERSEA TRADE. London, January 8. (The Board of Trade returns show that laßt year's import and export trade totalled in value £1,164,081,000. Imports increased by £38,015,670 over those of 1806. Exports increased by £50,029,258, and re-exports by £6,869.661.
PARLIAMENTARY LABOR PARTY. [ London, January 8. Owing to pressure of other dutie«, Mr J. D. Shackteton declines re-election to the chairmanship of the Parliamentary Labor Party. Mr Shackleton, addressing his constituents, advocated the raising of £17,500,000 yearly from all those whose incomes are over £SOOO yearly, toward the fund for old-age pensions. Pensions of 5s weekly should be given. He declared that those at the top could stand a little bit off without running short. THE CONGO TRIBES.
Brussels, January 8. There is a growing feeling in Belgium [ against annexing the Congo, Many of the Congo tribes are in open revolt. There is intermittent heavy fighting in many districts. " JACK THE" RTPPER " AGAHT. Berlin, January 8. five "Jack the Ripper" crimes hare been perpetrated in the streets here. Four of the outrages were on children.
