' BLUE BOOK" INFORMATION. Received Jan. 7, 11.20 p.m. I/melon', January 7. In the Blue Book dealing with this Hague Conference It is shown that Sir Edward Grey's latest despatch expressed tlie Government's satisfaction at the recognition of the principle of the need of an international court of appeal in prize matters, but many difficulties remain to be overcome before such a court could become effective. Sir Edward Fry complains that the Conference's machinery was extremely dilatory and confusing. He refers to the small backward States claiming equality with the most powerful and enlightened Governments, and adds that if such claims are persisted in it may drive the greater Powers to act in many cases by themselves.
