ELECTORAL MUDDLE.
Keceived 21st, 0.27 a.m. Sydney, December 20. The High Court has decided that Mr O'Loughliu, who was appointed py both Houses of the South Australian Parliament to fill a vacancy in the Senate, was wrongfully occupying the seat, and a fresh election by the people must be held.
