President Roosevelt's reiteration that he will not be a candidate for the Presidency is interpreted as being intended to defeat the intrigues of some wirepullers, who are ostensibly working for Roosevelt but in reality for Mr. Cortclyou, possibly without Mr. Cortclyou's knowledge. *
