THE ANNEXATION OF THE CONGO. Received Dec. 15, 4.52 p.m. London, December 14. The Times' Brussels' correspondent "says the Congo scheme earns only the mildest approvement even from its supporters. The Government is doubtful whether the Crown Colony will pay if forced labor and other abuses are abolished. To purchase King Leopold's interests will cost over one hundred millions sterling.
