SPEECH BY LORD CUItZON. Received December 12, 10.21 p.m. .London, December 12. Lord Curzon, speaking at Birmingham,, delivered an address on imperialism. lie declared that if the coionies broke away they would survive and ultimately flourish, though . the Umpire would be weakened. If India werei lost it would reel back into chaos. It was impossible that the Umpire would continue permanently to be governed by the existing organisation. Some form of Imperial Council, advisory, if no more, must sooner or later emerge., Defence and tariff problems, and the question whether the Empire could he nmde more self-contained and selfsufficing in respect of trade were still only in the preliminary stages of evolution, and it would be at least a quarter of a century before they could be solved, if then. •.•i.ju&.ji
