Dr. Findlay, against the Clunese Immigrants Amendment Act, which has been reserved for the Royal Assent, and which seeks to impose an education test in English in addition to the £IOO poll tax. The petitioners urge that no exemption is provided for Chinese residents of New Zealand now visiting China, who have no facilities. in the districts they are visiting to learn to read English. Further, they urge that the Act is opposed to the well-recognised principles of international law, and is unfriendly to the Chinese Empire. They arc asking His Majesty to refuse his assent to the Act.
