AN ANIMATED DEBATE. THE TICKLISH CONSTITUTION. Eeceivcd 27th, 9.10 p.m.* St. Petersburg, November 27. An animated debate ia proceeding in the Douuia relative to an address of loyalty to the Throne. Members of the Left, except the Socialists, who absented themselves, urged that the constitution ought to be mentioned in the address. Members of the Eight insisted- upon the inclusion of the word "autocracy." Octobrist speakers recognised the existence of the constitution, and considered it unnecessary to introduce the word in the address, since the Czar had not used it in his speech from the Throne.
