Owing to the opposition of Mr. Picrpont Morgan, President Roosevelt will not accept the suggestion made by Congressmen from Western States that a lank issue should be established by the United States Federal Government. STRINGENCY ABATING. RESUMPTION OF CASH CURRENCY EXPECTED. Received 2Gth, 0.49 p.m. New York, November 20. The monetary stringency in the United States is abating, and an early resumption of cash payments is anticipated. Currency premium is ruling at 1% per cent. A BANKS AFFAIRS. SYSTEMATIC FRAUD REVEALED. Received 2(ith, 10.5 p.m. New York. November 2ti. During the trial of John R. Walsh founder and president of the Chicago National Bank, evidence was giv ■ the effect that the kink's assets included a million pounds in notes bearing the forged signatures of men of good standing. These men testified they had not signed the notes, ana were unaware of their existence. The prosecuting attorney charges Walsn with forging the signatures to obtain funds for speculation. \,
