THE GERMAN BUDGET.
A SUBSTANTIAL INCREASE. STRENGHEKING THE NAVY AM) ARMY. Received 22nd, 0.11 a.m. Berlin, November 21. Tho German Budget for 1908 shows a 7y 2 million sterling increase, which inludes three millions for the navy, nearly three for the army, and nearly a million for the colonies. The Chancellor purposes to Taise thirteen millions" by means of credit operation to meet non-recurring extraordinary expenditure, also to issue bonds for needs that arise to an extent not exceeding 17>/ 2 millions. In order to strengthen the extraordinary resources and reserves he had a right to propose new taxation.
