Lord Milner, speaking at Rugby, said that while all were for tolerance, th.-rc were different Unionists. Referring to the fiscal policy, he said he was totally opposed to any compromise, on the principle that there was far less danger in a democracy being misled on domestic than on foreign or Imperial questions. A mistake in the domestic policy was rapidly felt and remedied, but electors were less familiar with interests abroad, and the consequences of a mistake did not recoil so directly. Unmistakably the Unionists were not a class, but a national party.
