Received Nov. 13, 10.10 p.m. London, November 13. Mr Birrell, speaking at Southampton, said the Government were doing their best to stop illegal conspiracy and cattle driving. If persisted in. they would endanger all his schemes for reforms. He .blamed the apathy of the magistrates and graziers.
