THREATENED RAILWAY STRIKE

London, November 5. The National Council oi the General Laborers and Transport Workers' Union resolved, in the event of a railway strike or lock-out, to recommend all organisations engaged in transport work to refuse to handle goods previously handled by blacklegs.

A SETTLEMENT IMMINENT. Received Nov. ti, 11.48 p.m. London, November 6. The Daily Express states that a settlement oi the railway dispute assuring peace throughout the country is a matter of only a few hours.
