ENGLAND AND GERMANY.
The opening article in the September number of the National Review is from the pen of Sir Rowland Blenncrhassett who, after citing modern historical instances of wars that have taken place owing to lack of foresight on the part of a ihreatened nation, says:—"Englishmen should bear in mind the lessons to be derived from these examples of carelessness and self-complacency . ..iiiiu, who more man any other man has formed the present German mind, told his countrymen that, having defeat cd France and Austria, they should devote all their energies to the destruction of English power. I feel confident that no one acquainted with Germany will say
.... me Germans have not laid their teaching deeply to heart. Few are more impressed than I am with the high and masculine character of the Herman people. They desire to restore completely their old Empire, and to acquire for it those territories which were formerly a part of the Holy Roman Empire. The whole country is determined on naval expansion and on acquiring the sovereignty of the North Sea. England cannot possibly consent to this without an abdication of her independence. The loss of sea power means to England the loss of her life. Let her ponder upon that truth. It is the duty of all enlightened Englishmen to leave no stone unturned to save the world such a calamity as war between England and Germany. This can only be averted bv the people iu this country making up their minds to take such steps as to make it impossible that tho trident can be wrenched from the hands of England, and as to render any attack made upon her certain to end in failure.
