PARADE OF lIIS FLEET. "Wilhelmshavcn, September 4. The Kaiser "Tregan yesterday his great series of Army and Navy nionoeuvrcs. In cold, stormy weather lie held a brilliant parade of High Sea Fleet in the Schilling roadstead, 15 miles from here.
