NATIONAL ENDOWMENTS.
GOVERNMENT PROPOSALS GOING THROUGH. Per Press Association. Wellington, Tuesday. The debate continued after midnignt on Monday. Clause 3 provides that national endow- 1' ment lands shall not be sold or disposed 1 of under occupation with right of purchase. s .Mr. Massey moved an amendment to provide that rural national endowment hinds may lie disposed of under the occu- ( pat ion with right; of purchase system under the Land Act of 1892. The amendment was rejected by 38 i votes to 19. ( The clause was passed by 36 votes to 10 Mr. Wilford moved a new clause to provide that the Govcrnor-in-Council might by proclamation declare that any i lands might be disposed of by sale, the proceeds of the sale to be devoted to the purchase of town lands for similar purposes. ! Tlie Premier asked for the Chairman's 1 ruling as to whether the amendment was iu order, as the House had already decided that no endowment lands should be sold. 'Die Chairman ruled the amendment out of order. Mr. Wilford then moved to report progress so that the Speaker's ruling on • the question might be obtained. The Premier opposed the motion, as he wanted to get on with the Bill. The motion was carried by 31 to 22. The Speaker reversed the Chairman',-, decision. Mr. Wilford's amendment was then put.
