NEW PLYMOUTH BOROUGH COUNCIL.

The Borough Council met last night. Present: His Worship the Mayor (Mr E. Dockrill), and Crs. Coleman, Bellringer, Collis, Morey, Cattley and Browne. Crs Mills and West apologised for their absence. WESTERN PARK. Messrs Govett and Quilliam wrote, in reference to the advertis.ng fence on Western Park, that they were of opinion that the Council had a legal right ito grant advertisement rights. They would advise, however, that the deed should state expressly that the grant was only made ao far as the Council could legally do so. It would not be wise to give, as it were, a warranty of title. They also advised that a covenant should be inserted 011 the part of the contractors to indemnify the Council against the costs of any proceedings taken in respect of the grant whether by injunction or otherwise; that a nominal rental of, say, one shilling a year, should be charged; that there should be a clause for the keeping of the fence in good condition, fair wear and tear excepted, at the end of the term.

The report of the Western Park Committee, deferred from last meeting, and recommending the lease, was then adopted, and the lease will be prepared upon the lines suggested by the solicitors.

Cr. Beliriugor asked it the report supplied to llie Council was the same as that supplied to the Electric Light Committee. lie understood that there were two separate reports.

Ci. Cullis informed Cr. Bellringer that the Electric Lighting Committee's minute book was open for councillors' inspection. The Electric Light Commitiea mended an inrease of 5s a week in Mr H. Bruce's wages to cover the extra work of switching on tho light every evening, with a promise of further increases as he undertakes the more advanced work.

The Mayor said the electric light loan was £57 la 5d over-spent, including the goods ordered at last meeting. Had the chairman of the committee any plans for meeting the position? Cr. Brown said that the order would be reduced so as to give the committee a credit of £43. The Council would soon have to go to the ratpaycrs for a loan to purchase land for the St. Aubyn street extension, and by that time the Electric Lighting Committee would be prepared to lay Before the Council and

the ratepayers proposals for a further loan for electric lighting. They had now a new plant installed, but no funds

for extending the distribution. They lid enquiries now for 20 hp. from tho abattoirs and 40 h.p. from the Works Committee for stone-hauling and crushing, and it was estimated that 30 or 40 private consumers could be picked up along the iine to the abattoirs when that motor was installed. The amount roqired to be borrowed would bo £SOOO, of which £I2OO was for the Fitzroy and abattoir extension, [£l7oo for duplicating the line from the powerhouse to the distributing station; £2OOO for material for private lighting connections and street extensions; and '£loo for flotation expenses, etc.

C'olJis complained that the Council proposed to do the I'owderham street extension for ten houses, and had refused to connect up Kobe and Vivian streets at a third of the cost, and which would give fourteen connections. the Mayor said the committee were anxious to have the lawn tennis property connected before the championship tournament. They were laying stiwers now where asked, if there was a fair return. He stated that the Council would have to take advantage of the pro i isions of the law giving power to the Council to make the sewerage connections and charge the cost to the owners of properties iill'ected.
