SPEECH BY THE PRIME MINISTER. LIBERAL POLICY REVIEWED. Received Oct, 23, 10.30 p.m. London, October 23. Sir 11. Campbell-Bannerman, speaking at Dumferline, expressed himself optimistic regarding the results of the generous experiment in giving free institutions to the Transvaal and Orangia. Britain's whole energies at the Hague Conference on the side of peace, .unity, and arbitration justified her disclaiming any idea of hostility or aggression towards any of her neighliors. The forma, tion of the understanding which was embodied in the arrangement with Russia had been part of the Liberals' armed policy for the past fifteen years, and could only conduce to peace, good feeling, and a saving in cost all round. Incidentally, he remarked that the results of English tariffites' efforts so far had appeared, especially in Australia, hardly worth a tax on our untaxed food. He described the Unionist idea of strengthening the House of Lords in order to thwart and overbear the House of Commons as truly "Gilbertian." The Liberals were accused of picking a quarrel with the Lords in order to fill up the cup. but the cup is full to overflowing. Tlie Liberali meant to put the relations between the Houses on a businesslike and statesmanlike footing. Then, when the rights of the Commons had been safeguarded, they would be willing to consider plans for the reform of the House of Lords.
