He described the Unionist idea of strengthening the House of Lords in order to thwart and overbear the House of Commons as truly "Gilbertian." The Liberals were accused of picking a quarrel with the Lords in order to fill up the cup. but the cup is full to overflowing. Tlie Liberali meant to put the relations between the Houses on a businesslike and statesmanlike footing. Then, when the rights of the Commons had been safeguarded, they would be willing to consider plans for the reform of the House of Lords.
