MUNICIPAL SPECIFICATIONS.
Per Press Association. * Gisborne, Last Night. An innovation in local specifications has been made by the Borough Engineer, who in the specification for the abattoir road provides, for £3 per week to be given by the Council for every week the contract is finished in advance of contract time. The Town Clerk last night expressed doubt as to whether the Council could allow it, and read an opinion of the Municipal Association solicitor that gratuities could not legally be given by a public body. The Engineer replied that Mr. Skerrett had advisei that it was only by the stipulation proposed that they could enforce penalties. It could not be all on one side. Mr. Mann.said any opinion of Mr. SkerrettV could be relied on as sound law. Councillor Sheridan said that it could not be considered a gratuity. It was a reward for expeditious work—a very wise provision. It was agreed to leave the item ' as suggested, [Mr. E. Harvey-Gibbon, one time borough engineer here, is now, engineer at Gisborne.]
