STRANDING OF THE CZAR'S YACHT.
INCOMPLETE CHARTS. Received Sept. 22, 4.30 p.m. St. Petersburg, Sept. 21. ■The Royal yacht Standart disaster was due to the captain not receiving the Russian Hydro-graphic Department's new chart showing rocks whereon the vessel stranded.
