Lord Roseliery, speaking at Glasgow, said he was convinced an effective second Chamber was necessary for the welfare of the country and the maintenance of the constitution. It was better, he said, to have a weak barrier like the House of Lords than no barrier to dangerous and detestable tyranny of a single chamber. He thought the House of Lords recognised the gravity of its position, and was determined to adapt itself to the new conditions, setting its house in order without pressure or menace.
