THE RAND MINES.
Received Sept. 20, 9.1 p.m. Pretoria, September 20. Though native labour on the Rand is satisfactorily increasing, the cost of mining is increasing. A number of Chinese offered managers JISOOO if they were allowed to stay. The International Congress of .Mineral Salzburg urge State acquisition of mines and the prohibition of female labor in the mines, which is steadily increasing.
