THE HAGUE FIASCO.

It b expected the Peace Conference pill abandon the attempt to reconcile at the Hague the sharply conflicting opinion* regarding the constitution it the new court of arbitral justice, and alio leave to the Governments to solve the thorny problem of the nomination of judges. Regarding prohibition of the conversion of merchantmen into warships an the high seas, Britain, America, Italy, Japan, and five other delegations encountered, opposition from Germany, Austria, Hungary, France, Russia, and three others. ■ While failing to secure agreement oa the question whether conversion may take place on the high seas, Britain carried a resolution that no converted merchantmen are entitled to the privileges of a belligerent unless placed under the direct authority of the State whose flag it carries. When these safeguards were enforced Britain withdrew her proposal defiuing auxiliary vessels. The committee failed to agree on the American proposal to abolish the right pi capture of private property at sea.
