Kettle, S.M., in Ms report to tlie Minister on the inquiry into the Rotorua railway accident, fltateß that., he is satisfied that when the engine left the train at the incline the train was not sufficiently braked; that care was not taken before the engine was detached to apply a sufficient number of hand brakcß. The Westlnghouae brake was properly applied, and it was not improbable that its failure to operate the whole train was due to the fact that the cock at or near the head of the train had been closed for some considerable time. .
