An unprecedented constitutional situation has arisen in South Africa, owing to the Legislative Council of Cape t'olony, during a discussion on the Appropriation Bill iu committee, resolving liy 11 to 10, that the chairman leav.' the chair. This blocks supply. The Treasurer to-day moves that the Council again go into committee and resume consideration of the Bill. The
parties in the Council arc equal, but as Mr. Ross, a Progressive, pivsides in committee, the Opposition then have a majority. The Premier, if necessary, will ask the Assembly whether it will tolerate the Council's interference with its privileges.
