A ROYAL COMMISSION.

Per Press Association. Timaru, Last night. A Royal Commission, of which Judge Chapman is chairman, commenced yesterday and concluded to-day an inquiry into the question' of whether the exclusion of the borough of Waimate from the Timaru harbor rating district should continue. Exclusion was effected five and twenty years ago, when the first Harbor Loan Bill passed, and the Board now think Waimate should contribute .« to the eoat of the harbor from which it reaps a benefit. An important fart of the inquiry was how the exclusion came to be made, and evidence on this point was conflicting. The commission wjll report to the Governor.
