USE OF SUBMARINE MIXES. Received 2nd, 9.34 p.m. The Hague, Sept. 2. Ute committee at the Hague approved a preliminary agreement regulating tvm of submarine mines, the leading Powen making important reservations showing glare differences on points of i titil importance. Germany, Russia, Ranee, and possibly the United States.' will refuse the precautions and mollifications which Britain and Japan consider imperative.
