The Board of Trade Committi, o, inquiry on the supply and trainii:- oi boys as seamen declined to ree<>'mii«'nd the suggested maximum grant of till per boy to induce shipowners to train boys. The grant, the committee stat-s, would only be justifiable in the event oi the number of foreigners in the mercantile marine becoming a national danger.
The Admiralty's witnesses declared that the reserves were inadequate, and that, owing to the tendency of work •board warships to become more highly ■killed, the utility of the mercantile marine as a recruiting ground for the Navy would probably in the future be. limited.
The Committee is hopeful that the present tendency to decrease the foreign element in crews will be maintained by the improvement of sea life generally and the application of ihe new language test. It recommends a Capitation grant of £2O for every boy prepared tor seafaring in training ships, ■abject to certain specified conditions. |
