Received 22nd, 9.18 p.m. London, August 22. The Government baa abandoned the Seottiih Small Holders' Bill, though Lord Lanadownc said the House of Lirds would read it a se<ond tinn if tb«y understood it would be amended in committee with a view lo rejecting the proposal to establish in Scotland a Land Court nn the Irish model, but introducing provisions closely resembling the English Small Holdings Bill. The ManmLs of Ulpon said it would toe a' waste of time to proceed. Lord Tweedmouth said the ainmdmenU' suggested an intention to eviscerate the Bill.
