THE DEBATE OPENED. SPEECH BY MR REID. Melbourne, August 22. The Hon. T. G. Reid opened the dobate on the tariff? He made a general ottaok on the Government proposals. Ha-saidtha people had been invited by him to leave the tariff as it was, but refused to endorse his policy, and by a two to one majority pledged members to increase the tariff. It would be a monstrous absurdity to ask these members to go against their pledges; but at the same time he did not think the people in their maddest momentß expected Instalments of protection such as were now proposed.

Mr Reid intimated that the task set himßolf was to reduce the duties in the hope of securing a*revenue-producii)g tariff.
