Mr Taft, United States Secretary for War, on the eve of starting on a worlds tour, declared Japan did not desire to purchase the Philippine-;. Besides, America would never sell. America must cither h.dd the islands until the Filipinos are capable of orderly and stable sell-government or turn them over to the islanders immediately.
