LAND SETT LEMENT IN ENGLAND. FREEHOLD MOTION DEFEATED. London, August 14. In the House of Commons, in the report stage of the debate on the English Small Holdings Bill an amendment in f»TOr of the ownership system was rejected by 217 to 84. TRANSVAAL LOAN BILL.

London, August 14. In the House of Commons Mr Winston Churchill introduced the Transvaal Guarantee Loan Bill. LAND SETTLEMENT IN SCOTLAND. OPPOSITION IN THE LORDS. London, Auugust 14. In the House of Lords, Lord Rosebery declared his intention to vote against the Scottish Small Landholders Bill. He objected to the introduction of the poisonous baccflus of the Irish agrarian system into Scotland. Lord Balfour, of Burleigh, moved an amendment, the adoption of which, would be equivalent to rejecting the Bill.
