London, August 14. In the House of Commons Mr Winston Churchill introduced the Transvaal Guarantee Loan Bill. LAND SETTLEMENT IN SCOTLAND. OPPOSITION IN THE LORDS. London, Auugust 14. In the House of Lords, Lord Rosebery declared his intention to vote against the Scottish Small Landholders Bill. He objected to the introduction of the poisonous baccflus of the Irish agrarian system into Scotland. Lord Balfour, of Burleigh, moved an amendment, the adoption of which, would be equivalent to rejecting the Bill.
