THE PEACE CONFERENCE.
PERMANENT COURTS OF ARBITRA TiOxN. London, August 2. The Hague correspondent of the Tribune states that in the first section of the First Committee of the Conference the acceptance of the proposal by the Limed States by .Britain, Germany, Russia, Spain, Mexico and Aigentine virtually secures the adoption ol a permanent Court of Arbitration, which has been now fixed with 17 judges. The unanimity of the Conference is not necessar,y for the adoption of the proposal.
SEPTENNIAL CONFERENCES. PROPOSAL BY BRITAIN. Received 4th, 4.40 p.m. The Hague, August 3. At the Peace Conventiuu, Britain drafted a proposal for septennial Hague Conferences. Delegates would meet a year or two before-iiand to prepare the programme, and also settle matters in connection with the assembly and procedure, and thus economise the time of the Conference.
