Apparently the Minister wid have barely time to swallow his lunch. Undoubtedly the time of Ministers is shamefully wasted by inconsiderate Millers. Most of the l'-'ijUfsts could ie made just as well, or even better, in writing, and maaiy of them could even be dealt with by the heads of Departments-
