SEKIOCS BIOTS IX THE CAPITAL JAPANESE TROOPS ASSISTING IX RESTORING ORDER. Seoul, July 21. A number of Korean troops at Seoul, who escaped from barracks, scattered owr Uie country, attacking individual Japanese. General Hasegawa sent a detachment of Japanese dismounted cavalry to reinforce the police. Forty Japanese were killed or wounl♦d. The number of the Korean casualties is unknown. On Saturday a mob at Seoul sacked and lmraed the residences of the Korean Premier and other Ministers. The Japanese guard dispersed the rioters, killing and wounding many. GUARDING' THE MINISTERS. Received 22nd, 9.32 p.m. Seoul, July 22. Hasagawa, who controls 2800 troops, had doubled the Japanese guards at the Palace, owing to a plot to murder the member* of the Cabinet who are taking refuge there.

The Korean troops possess 90,000 rounds of ammunition, and civilian agitators frequently harangue them. H>e few Japanese troops guarding the two arsenals hare been directed to destroy them if they are unable to defend them. Reinforcements are coming from Shimonoaeki. The new Emperor has directed the punishment of the Koreas deputation which went to the Hague.
