DEADLOCK IN THE NEGOTIATION'S. THE COLONY REFUSES IMPERIAL GOVERNMENT PROPOSAL. A SOP TO THE UNITED STATES. Received Bth, 0.30 p.m. * London, July 8. Reuter states that negotiations between Britain and the United States respecting a modus vivendi for the winter Wring fisheries have reached a deadlock owing to Britain's inability to enfoice the suggested clause, preventing Newfoundland serving legal processes on Ammran vessels. Newfoundland refuses to agree to the clause, and the British Government must obtain the Imperial Parliament's approval before it is able to enforce its prohibition over the Colony's veto.
